Mr. Armstrongs sanction wasannounced at that time by USADA because Mr. Armstrong had notified USADA that he wasrefusing to contest the evidence against him in a hearing before neutral arbitrators.Pursuant to Article 8.3 of the World Anti-Doping Code (the Code), after a sanction isannounced because the sanctioned party has failed to challenge the charges against the party, theAnti-Doping Organization with results management authority shall submit to the entities withappeal rights a reasoned decision explaining the action taken.
